54 key Escapement

Hi
My escapement over the keyboard is too high making it very difficult to get the correct gaps.
The mounts for the harp are alloy with strips of packing on the top edges where the harp mounts.
I think if I remove the packing it will lower the harp so then I should be able to get the escapement correct.
Has anyone else done this on the alloy harp mounts?
If you have done it did you achieve the desired results in being able to set the escapement correctly?
I assume if I do remove the packing that I still may have to shim the harp mounts to get the correct position for the harp.
Any advice would be much appreciated.
