Keys dip when Sustain Pedal is depressed

I am in the stage of fine tuning my recently restored 1972 Eight Eight Stage (photos are posted here as well as in an earlier thread) and three concerns have come up:

    a) as the sustain pedal is depressed, many keys dip along with the pedal; some of them do not come up when the pedal is released;

    b) when sustained, successive strikes are not a clear (choked??) vs when there is no sustain;

    c) the sustain pedal is quite tough (resistant) on the shin muscle that one could develop cramps; is this normal on 88s?

Restoration included new bridle straps, damper felts, neoprene tips, screws/grommets, miracle mod, namerail felt and back checks.

Experiences on the above concerns are most welcome.
