I bought a big box of new old stock parts from an elderly gentleman who had decided to go off with pension and in this beautiful heap of parts for Rhodes, Wurly and Clav I find these. What are they?

All I can tell you is that they are not Rhodes or Wurli parts..
I know nothing about clavs.

It looks like it is made of the same plastic material as a later all plastic Rhodes hammer. I also have two in black... Inside the white ones have the numbers "1-1" printed on them while the black ones have "2-1" printed on them...

They do not look like piano parts at all. Possibly electric harpsichord parts?
